Christopher Nolan’s highly anticipated The Odyssey has become one of the world’s most discussed films since its release, standing out for several different aspects.
According to the epic poem that inspired the film, The Odyssey, Ithaca’s King Odysseus carried with him the legendary shield that had belonged to the semi-divine warrior Achilles after his death, during his 10-year journey home following the Trojan War. In fact, The Odyssey also describes how Odysseus encounters the spirit of Ajax in the underworld (Hades) and discusses the weapons that became a source of conflict between them.
The Shield of Achilles, which is described in great detail in Homer’s Iliad, is a mythological creation forged by Hephaestus, the god of metallurgy, at the request of the goddess Thetis. Achilles used this shield during his battle with Hector, and it became famous for the detailed depiction of the universe engraved upon it.
As the world once again debates ancient epics through the lens of this film, Greece — the country where these mythological stories are said to have taken place — has brought the legendary shield back into the modern era. But this time, it will not be created by Hephaestus; it will be produced by Israel.
The Greek Council for Foreign Affairs and Defense (KYSEA) has approved a critical package regarding the country’s defense strategy. Valued at $4.89 billion, the package is considered one of the most important steps in Greece’s military modernization program.
The package includes the development of an integrated air defense system called “Achilles’ Shield,” as well as new surveillance capabilities, transport aircraft, unmanned aerial vehicles, and modernization programs for the Greek Navy and Army.
What is inside Achilles’ Shield?
Achilles’ Shield is a multi-layered air defense system that integrates data through artificial intelligence.
The system, which will largely be produced in Israel, will combine data from various sensors and weapon systems under a single integrated command and control (C2) network. This will allow military commanders to detect, prioritize, and respond to threats in real time.
The system will also have the ability to analyze battlefield data, rank targets according to priority, and provide recommendations for tactical responses.
In traditional air defense systems, a radar detects a target and the connected missile system engages it.
Achilles’ Shield, however, operates according to a different concept. With the support of artificial intelligence, the system will determine the most appropriate response to an incoming threat.
The Israeli connection of the project is not limited to the purchase of a single missile system. It represents a broad partnership covering radars, interceptor missiles, command-and-control infrastructure, and battle management software.
One of the most important Israeli components of Achilles’ Shield will be Barak MX, produced by Israel Aerospace Industries (IAI). This system can include radar systems, command-and-control centers, missile launchers, and interceptor missiles.
Another key element will be David’s Sling, produced by Israeli defense company Rafael Advanced Defense Systems. This system is designed to counter ballistic missiles, long-range rockets, and cruise missiles.
Another system expected to be included in Achilles’ Shield is Rafael Spyder, a short- and medium-range, ground-based mobile air defense system also produced by Rafael Advanced Defense Systems. It will be deployed against drones, low-altitude aircraft, and helicopters. Its rapid deployment capability and mobility are among its main advantages. The system is considered particularly suitable for island defense.
Evaluating Greece’s moves simply as conventional arms purchases would be insufficient to understand the transformation taking place in the region. Through this project, Greece is not merely buying technology. It is adapting Israel’s air defense doctrine to the Aegean and Eastern Mediterranean.
The bulk of the money will go to Israel
Of the $4.89 billion project, approximately $3 billion is estimated to be allocated to Achilles’ Shield. The largest share of this funding will go to Israeli defense companies. However, the agreement also includes a “local participation” requirement. At least 25 percent of the project will be carried out by Greek companies. This means approximately $800 million worth of business opportunities will return to Greece.
According to Greek Defense Minister Nikos Dendias, Achilles’ Shield is one of the central elements of the government’s “Agenda 2030” defense strategy.
The strategy can be summarized in a single phrase: transforming defense into a technology-centered, networked, and multi-layered system.
Alongside Achilles’ Shield, KYSEA has also approved additional programs, including electronic warfare systems designed to neutralize hostile unmanned aerial vehicles through non-kinetic methods; HERON 1 unmanned aerial vehicles for long-range intelligence, surveillance, and reconnaissance missions; Synthetic Aperture Radar (SAR) microsatellites that will provide independent Earth observation capabilities under all weather conditions; an additional 10 V-BAT vertical take-off and landing (VTOL) drones; and new military transport aircraft.
The Ministry of National Defense is expected to announce the next phase of the program in September. Within this framework, Greece is also expected to present its long-term defense planning framework covering the 2027–2037 period.
Greece’s objective with these new partnerships and its strategic agenda is not merely to become a country that purchases technology, but one that becomes a partner in developing technology.
For Israel, however, the importance of this project goes far beyond financial gains.
Israel’s biggest benefit from this project is the ability to observe how its defense architecture functions in another critical region — the Aegean and Eastern Mediterranean — a geography where Greece and Turkey are both key actors.
In other words, from now on, every potential confrontation involving Greece will also be monitored much more closely and carefully by Israel.
